Joyce Alima, the Gulu City Speaker tasked the City Town Clerk-Edward Kiwanuka to explain why the former mayor has not yet handed over office.

Kiwanuka who had no explanation requested for time to get in touch with Labeja to handover office.

Alima-the Speaker gave the town clerk two days to look for Labeja or face the consequences.

Our efforts to reach Labeja for a comment were futile since his known Mobile number was switched off.

The Permanent Secretary of Local Government Ministry, Ben Kumumanya earlier wrote a letter ordering all Chief Administrative Officers and Town Clerks to arrange for swearing-in activities between 13th and 28th May 2021 to enable a smooth transition between the outgoing and the new Local Government council.
