A former local council one chairperson and his secretary have been arrested in Lira City for alleged torture of a suspect accused of stealing a motorcycle.

The L.C1 Chairperson of Adidikgweno B cell Odongo Gilbert aged 54 and his former secretary Ongullu Bernard were arrested on Wednesday after a video of the suspect-Akello Jackie aged 21 being tied to a tree with a rope and beaten went viral on Tuesday.

According to Jimmy Patrick Okema, the North Kyoga Police Spokesperson, one other victim identified as Apio Oliver aged 17 was also tortured by the mob.

Okema said several people including the one who recorded the video of the torture are yet to be arrested.

The police spokesperson condemned the act and advised members of the public to follow the right procedure of handing over suspects to the police for the law to take its course.
