Opposition MPs have vowed to block any additional supplementary funds for ROKO Construction Ltd after Leader of Opposition (LOP) in Parliament, Joel Ssenyonyi, and a team of lawmakers were reportedly denied access to the company’s premises on October 14, 2024.
Ssenyonyi is understood to have written to the firm on October 8, this year requesting permission to conduct oversight.
However, ROKO through its director, Mark Koehler, responded two days later denying them the leeway.
Despite this, Ssenyonyi, accompanied by lawmakers including; Gorett Namugga (Mawogola South, NUP), Santa Okot (Aruu North, PPP), David Lukyamuzi Kalwanga (Busujju County, NUP) and Frank Kabuye (Kassanda South, NUP), arrived at the company premises, hopeful they would be allowed in.
They were met by a closed gate, which they banged on for several minutes in vain, until an unnamed head of security, dressed in green, engaged them through a narrow opening.
The officer informed them that he had instructions not to allow them in, prompting Ssenyonyi to question why they were being denied entry despite the company receiving sh263b of taxpayer money.
For several minutes, the MPs remained stranded at the gate only gaining access when the gate was briefly opened to allow a car to exit.
After a brief pause, a transport officer, Moses Odongo, stepped forward and advised them to contact a human resource officer, Racheal, as the top bosses were unavailable. Speaking via an intercom line, Racheal requested three minutes to revert.
However, after more than 10 minutes, it became clear that the company was being evasive, prompting LOP Ssenyonyi to threaten to storm their offices for answers.
This sparked a heated exchange between him and the head of security who claimed to have orders from his bosses.
Previously, in late February this year Ssenyonyi was also barred from accessing the construction site of Lubowa Specialised Hospital for lack of protective gear.
This infuriated Speaker Anita Annet Among who later delegated her Deputy Thomas Tayebwa.
Whereas Tayebwa is yet to visit the locus, Among is remembered to have given Third Deputy Premier, Rukia Nakadama, a dressing down in the House, considering that the House’s leadership is supposed to oversee the implementation of Government programmes across the board.
