Arua City, West Nile Region – September 17, 2025 – A stolen vehicle linked to a high-profile fraud case has been recovered in Arua City, shedding light on a deceptive scheme that cost a Japanese investor over 800 million Ugandan Shillings. The vehicle, registered as UBL 510Z, was reported stolen in October 2024 from Kampala and was located with the aid of CCTV cameras in Arua.

The vehicle, originally green, had been repainted grey by suspects in an apparent attempt to disguise it. Its recovery marks a significant step in an ongoing investigation into a fraudulent tour and travel company established in Kabalagala, Kampala.

Nabutaro Takahashi, a Japanese national, was persuaded by Chawuke Abraham, a Ugandan businessman based in Japan, to invest in Uganda’s tourism sector. Takahashi poured over UGX 800,000,000 (approximately $216,000 USD) into the venture, expecting to establish a legitimate tour and travel business. However, the company was registered under the name of Mirembe Silvia, the fleet director, rather than Takahashi, raising suspicions of foul play.

Following the vehicle’s disappearance, a theft case was filed at Central Police Station (CPS) Kampala. Silvia was arrested but secured police bond through her legal team, claiming the vehicle was parked in Gulu due to mechanical issues. She promised to lead authorities to its location but has since absconded, failing to comply with her bond conditions.

SP Anguyo Jimmy, speaking on behalf of the West Nile Region Police, confirmed the vehicle’s recovery and its transfer to the investigating officer from Kampala for further management. In a press statement, he cautioned the public against entrusting resources to unverified individuals.

“The Uganda Police Force is steadfast in its mission to protect lives and property,” SP Anguyo declared. “We are actively pursuing Mirembe Silvia and her accomplices, and they will face justice once apprehended.”

Authorities have vowed to provide updates as the investigation progresses. This case underscores the importance of thorough vetting in business dealings, particularly for foreign investors navigating unfamiliar markets.
