Rhino Camp Refugee Settlement, Terego District – November 1, 2025

In a powerful display of community solidarity, residents from Madi Okollo and Terego Districts gathered on Saturday, November 1, 2025, for a joint Baraza at Ocea Zone in Rhino Camp Refugee Settlement. The event, organized by a high-level team from Police Headquarters, aimed to raise awareness on Gender-Based Violence (GBV) while promoting a just society and sustainable development through enhanced people-centered justice services in Uganda.

Leading the delegation was ACP Otong Ignatius, who spearheaded the initiative. Key police figures in attendance included SSP Emily Angomoko, the Regional Head of the Child and Family Protection Unit (CFPU) for West Nile Region; SP Twesigye Agrey, District Police Commander (DPC) of Madi Okollo; SP Nkundizana John, DPC of Terego District; and their respective teams. The Baraza also drew notable participation from Isaac Galiwango, Deputy Commandant of Rhino Camp Refugee Settlement, and the Head of the International Development Law Organization (IDLO), alongside various community leaders.

The turnout was impressive, with hundreds of locals, refugees, and stakeholders filling the venue to engage in open discussions on combating GBV and strengthening justice mechanisms. Topics ranged from preventive measures and legal recourse to the role of community policing in fostering long-term peace and development.

“The Baraza provided a vital platform for dialogue, empowering communities to take ownership of their safety and rights,” said SSP Emily Angomoko during the session. Participants shared personal stories, asked probing questions, and committed to ongoing collaboration with law enforcement.

The event concluded on a high note, with pledges from attendees to sustain the momentum through local action groups and follow-up awareness campaigns. Organizers hailed it as a resounding success, marking a step forward in building resilient, inclusive communities in the West Nile Region.
